In order to develop procurement activities, it is necessary to accelerate the adoption of the draft law "On Amendments to the Forest Code of the Russian Federation and the Law of the Russian Federation" On Consumer Cooperatives (Consumer Societies, Their Unions) in the Russian Federation ", taking into account the amendments introduced by the senators of the Russian Federation. This was stated by Sergei Mitin, First Deputy Chairman of the Federation Council Committee on Agrarian and Food Policy and Environmental Management.
The senator recalled that following the results of the round table on the topic "On improving legal regulation and the development of mechanisms of state support in the field of harvesting and processing of wild fruits, berries and other wild-growing raw materials", held by the profile Committee of the Federation Council during the spring session of 2020, there were recommendations were made to the Government of the Russian Federation to simplify the population's access to forest resources. The proposals were included in the Resolution of the Federation Council "On measures to improve state policy in the field of forestry."
At the same time, Sergei Mitin noted that the Strategy for the Development of the Forestry Complex of the Russian Federation until 2030, adopted by the Government of the Russian Federation, provides for measures of development and state support in the field of harvesting and processing of food forest resources. They will be detailed in the Action Plan for its implementation, developed with the participation of the Federation Council, said the parliamentarian.
The senator emphasized that today a whole range of measures of state support for the industry is being implemented by the Ministry of Agriculture of Russia and the regions within the framework of the State Program for the Development of Agriculture and Regulation of Agricultural Products, Raw Materials and Food Markets and regional programs. Among them - the provision of grants for the development of the material and technical base of agricultural consumer cooperatives and loans at a preferential rate for the construction of facilities for processing fruit and vegetable and berry products. As well as compensation for part of the cost of purchasing agricultural machinery and equipment; support for the export of agricultural products.
The parliamentarian deserves proposals from the regions. In particular, the proposal of the Vologda Oblast to simplify the procedures for certifying the quality of raw materials and developing the material and technical base for the procurement, storage and processing of raw materials.
Sergei Mitin believes that it is also necessary to support regional development initiatives. As an example, he cited the Arkhangelsk region, which is developing an investment project for the industrial, plantation growing of forest berries, harvesting and processing of wild products in the Verkhnetoemsky region.
